Explanation
Please explain in the area below why an STA is necessary:
Flight STA for Dragon spacecraft (LEO mission to ISS). Frequencies are unchanged from previous mission (ref. STA File No. 0692-EX-ST-2012), although power and data rates for certain frequencies have been updated. Earth station information is included in the attached Exhibit 3. Also, a new exhibit (Exhibit 8) was added at NASAs request. The target Launch Date is (NET) 03/01/2013, with 03/02/2013 and 03/10/2013 reserved as alternate Launch Dates. The critical go/no go decision date (where STA approval must be shown in order for the launch to proceed) is identified as Launch Readiness Review (LRR), which occurs two days prior to the Launch Date. Additional time is also needed prior to LRR (min. 24-72 hrs, pref. 1 wk prior to LRR), to coordinate the approved STA with the Launch Range. Thus, assuming a target Launch Date of 03/01/2013, the critical grant date for the STA would be 02/26/2013, and the desired grant date would be sometime prior to 02/23/2013.

Purpose of Operation
Please explain the purpose of operation:  Launch communications for ISS supply mission. Purpose is to deliver cargo including food and other supplies to ISS, then stowe separate cargo for safe return to Earth. Splashdown in Pacific Ocean. Customer is NASA. Launch/reentry licensing authority is FAA. Orbital debris mitigation plan was provided to FAA in connection with applicable launch/reentry license(s), ref. LLS 12-081, RLS 12-003 (no change).
