Explanation
Please explain in the area below why an STA is necessary:
This application is for an STA license that will extend the operating period of Winnebago-1, which is currently licensed under the original STA issued, 1751-EX-ST-2022. The period of that STA is April 1, 2023 to October 1, 2023. Since that STA was issued, Winnebago-1 was launched on June 13, 2023. So about 3 months have passed since initiation of operations. Currently, the experiments with Winnebago-1 are complete. However, unanticipated schedule conflicts at the Utah Test Range where the reentry capsule will land, are delaying the end of mission deorbit maneuver. We may not have clearance to land before October 1, 2023. We therefore request an STA to permit the operation to continue for another 6 months after October 1, 2023. We do not expect to need that much time. We will deorbit as soon as conditions permit. This STA does not request any change in emissions or operations; it only requests an extension beyond the current expiration date of October 1.

Purpose of Operation
Please explain the purpose of operation:  Develop flight heritage for on orbit manufacturing and subsequent reentry of a small spacecraft capsule, that will make a terrestrial landing under parachutes.
