1. Pursuant to sections 254(a)(1) and 410 of the Communications Act of 1934, as amended,

the Commission appoints the Honorable Brendan Carr, Commissioner of the Federal Communications 
Commission, to serve on the Federal-State Joint Board on Universal Service (Universal Service Joint 
Board) and the Federal-State Joint Board on Jurisdictional Separations (Separations Joint Board). 
Commissioner Carr replaces the Honorable Ajit Pai, who vacates his positions on the Universal Service 
Joint Board and the Separations Joint Board.
2. In addition, Commissioner Carr and the Honorable Jessica Rosenworcel become 
members of the Federal-State Joint Conference on Advanced Services (Advanced Services Joint 
Conference) by virtue of their positions on the Commission.

3. Henceforth, a copy of all filings in these proceedings shall be served on Commissioner
Carr at the following address:

COMMISSIONER MICHAEL O’RIELLY 
Re: Federal-State Joint Board on Universal Service, CC Docket No. 96-45; Federal-State Joint 
Board on Jurisdictional Separations, CC Docket No. 80-286; Federal-State Joint Conference on 
Advanced Telecommunications Services, CC Docket No. 99-294
I welcome my colleague, FCC Commissioner Brendan Carr, to the Federal-State Joint Board on 
Universal Service and the Federal-State Joint Board on Jurisdictional Separations. As Chairman of these 
Boards, I have sought to pursue policies that both protect ratepayers and ensure the continued progress of 
broadband deployment. While we lose the Chairman’s direct participation on the Boards, we will all 
benefit from Commissioner Carr’s experience and thoughtfulness on these critical issues.  In addition, I 
appreciate the addition of Commissioners Carr and Rosenworcel to the Joint Conference on Advanced 
Telecommunications Services, as it seeks to define its mission for the future.
