REMARKS OF FCC CHAIRMAN AJIT PAI
BEFORE THE WORLD RADIOCOMMUNICATION CONFERENCE
2019 ADVISORY COMMITTEE

Good morning!  Thank you for the opportunity to share a few thoughts at the beginning of your 
meeting.  I’m honored to be here and grateful to you for your participation on the Advisory Committee of 
the World Radiocommunication Conference 2019, or WRC-19.
I don’t have to tell you how critical the WRC is for American industry and ultimately American
consumers.  You have all seen it firsthand, many of you over the course of several conferences.  Spectrum 
decisions made at the WRC will have an impact that lasts long after the Conference lights go dark.
It is as true abroad as it is at home: WRC must promote a stable, predictable regulatory 
environment.  This is the best way to facilitate long-term investments in a multi-trillion dollar 
communications industry and to usher in new services to consumers.
WRC-19, in particular, represents a unique opportunity to set spectrum allocations and to 
harmonize technical operations internationally in a way that will aid the development and deployment of 
new and innovative services.  You will be considering cutting-edge technologies like millimeter-wave 
terrestrial mobile broadband, high-altitude platform stations, massive constellations of NGSO satellite 
systems, and communications to and from planes, trains, and automobiles.  This is exciting stuff!
But I also recognize that it is challenging.  Success for the United States starts at home—in this 
room.
This Advisory Committee is a crucial element in the preparation of America’s positions at the 
WRC.  Your efforts will ensure that the FCC represents effectively a broad spectrum of views during 
international negotiations and in the course of domestic decision-making.
I encourage you to continue to work together and find consensus as you develop draft proposals 
for WRC-19.  I know that finding consensus on these issues is challenging, even here at home.  But 
working in good faith, I’m confident that we can find it.  And find it we must, for it’s critical that we 
present a clear, consistent message beyond our shores.
All of us here at the FCC look forward to developing strong U.S. proposals that will forge strong 
regional agreements at CITEL, leading to a successful outcome at WRC-19.
And with that, I’ll leave you to your work. Thank you again for your invaluable efforts on behalf 
of American consumers, the FCC, and the United States. We hope that this meeting is a useful step 
toward a productive WRC-19.
