Description of Change: When FairPoint Communications NNE is installing a Digital Line Subscriber Access Multiplexer (DSLAM) or Litespan to provide Digital Subscriber Line (DSL) service from a Remote Terminal (RT) that is less than 30,000 feet from the Central Office and only when copper feeder is present between the Central Office and RT.
