Ms. Sche ll is uniquely positioned to share her hands-on experiences as an E-rate stakeholder, through her role as a State E-rate Coordinator for more than 17 years, assisting Pennsylvania 's 1250 schools and libraries by providing hands on training and outreach. In add ition, she files E-rate funding applications for PAIUnet, the 10 GB broadband and Internet network that interconnects Pennsylvania's 28 intermediate units, and thus understands the challenges and opportunities relative to statewide broadband networks nationwide. She is a nationally recognized expert on E-rate and related procurement issues, and has served as Co-Chair of the State E-rate Coordinators Alliance since the organization's inception in the early days of the E-rate program. She was previously the PA Director of Educational Technology and through that work has a deep understanding of the importance of broadband access for all schools. Her public policy background, coupled with her intimate knowledge of the E-rate program and its governance make her the ideal candidate for the USAC board. At this stage in the FCC's E-rate Modernization implementation, it is important to have continuity on the USAC board. Ms. Schell has represented the schools communi ty with distinction over the last three years, parti cularly over the last six months as the Schools and Libraries Committee Chair.
