She has already demonstrated her knowledge and commitment to the improved administration of the E­ rate program during her in~tial term on the Board, ,and currently serves as the Chair of the Schools and Libraries Committee. Julie has served more than 800 public schools.in Pennsylvania as the state's E-rate Coordinator for the entire 18 year existence of the program. She has a reservoir of E-rate expertise and knowledge that guides her participation in board deliberations and discussions with FCC policy makers. Julie's extensive experience working in the field helps her credibility represent applicants and gives her the perspective to conceptualize operational improvements that will ensure the achievement of national broadband goals. Julie is reco gnized not only at the state level as an E-rate expert, but also nationally in her role as the Co-Chair of the State E-rate Coordinators' Alliance (SECA). Her background as a state educational technology .director, her experience with schools and libraries in Pennsylvania, and her relationships with state coordinators nationwide make her a highly qualified candidate for the USAC board position. As the FCC continues working to modernize the E-Rate program, it is extremely important to have continuity on the USAC Board and particularly on the Schools and Libraries Committee. Julie understands the missions of both the FCC and the USAC and has made thoughtful and valuable contributions to USAC administrative deliberations and activities.
