We urge you to give their petition your utmost consideration. We have been informed that the County has conducted extensive technical research regarding the potential interference of its TIS broadcast with WRCR, a proposed AM station based out of Rockland County, NY that will be broadcasting at 1700 kHz, and that the County' s engineering experts have concluded that actual interference is highly unlikely. Further, the County has informed us that it has contacted WRCR directly and that the AM station has agreed to allow the County to operate its TIS at 1 00 watts. As part of the agreement between the County and WRCR, the County has committed to end any interference that may occur as a result of its TIS operating at 100 watts. As you know, this new AM station is not yet built, so there is nothing for the TIS to interfere with at this time. Nevertheless, the County is pleased that WRCR has agreed to allow it to continue its higher-power operation into the period when the AM station begins its new broadcast at 1700 kHz. Since Hudson County is one of the most densely populated and travelled parts ofthe country, we strongly support the County' s efforts to increase their reach to residents during times of catastrophic events. Right now the station only reaches 10 percent of the population and, as evident during Superstorm Sandy, when power outages occur for days, residents and travelers look to the local TIS for emergency information. We are concerned that without the ability to reach a wider audience, many residents and travelers will be unprepared during times of disaster. We respectfully encourage the FCC to work with Hudson County to ensure that the local TIS is able to increase its wattage so it may reach the appropriate audience to guarantee the safety of the public during times of disaster.
