STATEMENT OF COMMISSIONER MIGNON L. CLYBURN ON ORDER DENYING 
STAY OF INMATE CALLING REFORM ORDER
“Justice delayed is justice denied. Families and loved ones have already been waiting ten long 
years for relief from unlawfully high and unaffordable rates. So, I’m pleased that the Wireline 
Competition Bureau denied requests to indefinitely stay or hold in abeyance reforms to provide 
just, reasonable and fair rates to inmates and their families. While the Report and Order is a 
critical first step, I’m committed to ensuring that the Commission moves quickly to address the 
proposals in the pending Further Notice of Proposed Rulemaking. I look forward to working 
with Chairman Wheeler and my fellow Commissioners to adopt permanent rate caps to ensure 
that inmate calling service phone calls are just and reasonable as required by the statute.”
