DAVID A. BRAY CHIEF INFORMATION OFFICER David Valdez Appointed Special Counsel to Acting Chairwoman Clyburn Washington, D.C. – FCC Acting Chairwoman Mignon Clyburn today announced senior staff appointments, naming Mark Stephens Acting Managing Director and Dr. David A. Bray as the Commission’s Chief Information Officer (CIO). As Acting Managing Director, Mr. Stephens will manage the Commission's budget and financial programs, human resources, contracts, purchasing, communications, computer services, physical space, security, and distribution of official FCC documents. In his role as CIO, Dr. Bray will implement a tech-forward strategy to equip workers with effective technology, cut costs, and shift the Commission’s IT trajectory towards more sustainable and secure cloud-based solutions. Mr. Stephens and Dr. Bray, along with other senior managers, will work in the Office of the Managing Director (OMD) to coordinate the administration and management of the Commission. In addition, Acting Chairwoman Clyburn announced David Valdez as Special Counsel to her office. In that role, Mr. Valdez will oversee issues relating to regulatory reforms to facilitate innovation in government and assist in managing the FCC’s various Advisory Committees. Chairwoman Clyburn said, “I am pleased that the FCC continues to internally promote and recruit talented individuals to continue to help manage the agency to the highest standards and to drive the agency’s mission forward. I congratulate Mark on his appointment to Acting Managing Director and thank him for his dedicated service to date. He has been an outstanding CFO in the Office of Managing Director and the Commission will continue to benefit from his deep experience and expertise.” She continued, “I would also like to welcome David A. Bray and David Valdez to the Commission where their strong leadership qualities and wide-ranging and valuable experience from the public and private sectors will be invaluable to the FCC’s management and important policy work going forward.” Mark Stephens joined the FCC in 1991 and has served in a variety of roles and has broad experience of financial management, auditing, accounting and management in both the public and private sectors. Mr. Stephens most recently served as Chief Financial Officer in the Commission’s Office of Managing Director. In that capacity, he managed the FCC’s financial reporting and compliance, oversaw preparation and implementation of the commission's budget, and provided advice on financial management and accounting matters. Mr. Stephens has also served as a special advisor for the Universal Service Fund Oversight in the Wireline Competition Bureau, and as a senior audit manager and systems accountant in the Wireline Competition Bureau among other roles and responsibilities. Prior to joining the Commission, Mr. Stephens worked as an auditor with Grant Thornton LLP, and served in the United States Navy. He holds a Bachelor’s Degree in Business Administration from Loyola College, and a Master’s Degree in Telecommunications from the George Washington University. David A. Bray joined government in 1993 and most recently served as Executive Director for the bipartisan National Commission for the Review of the Research and Development Programs of the U.S. Intelligence Community. In this role he oversaw a team of interagency assignees working with Congressionally-appointed Commissioners. He was one of 13 public servants selected to receive the 2012 Arthur S. Flemming Award. He chaired from 2010-2011 a subcommittee focused on White House-level efforts to improve relations among the information integration, network interoperability, and civil liberties activities of the U.S. government, jointly receiving “Best Cyber Presentation” at a public conference. He previously volunteered to deploy to Afghanistan as a Special Advisor NATO’s International Security Assistance Force with the task of helping Generals “think differently” on strategic efforts in 2009. He has worked with the U.S. Department of Energy, the National Institutes of Health, and the private sector. He also served as IT Chief for the Bioterrorism Preparedness and Response Program at the Centers for Disease Control and Prevention, where he led the technology aspects of the bioterrorism program's response to 9/11, anthrax in 2001, SARS, and other outbreaks and received the CDC Director's Award for Service in 2004. Dr. Bray holds a PhD in information systems, a MSPH in public health informatics, and a BSCI from Emory University, and completed a visiting associateship with the Oxford Internet Institute and two post-doctoral associateships with MIT and the Harvard Kennedy School of Government. David Valdez held several public policy positions in the public and private sector before joining the FCC. He most recently served as Senior Director for the Computing Technology Industry Association (CompTIA), and prior to that he was Verizon’s Vice President for the Northwest region, which followed a position as Verizon’s Chief Privacy Officer. Mr. Valdez also served as an Attorney-Advisor with the Office of Chief Counsel at the National Telecommunications and Information Administration (NTIA) of the U.S. Department of Commerce earlier in his career. Mr. Valdez received his L.L.M. in International and Comparative Law from Georgetown University Law Center.
