Petitioner improperly seeks to use the mandamus petition as a substitute for appeal. See In re GTE Serv. Corp., 762 F.2d 1024, 1026-27 (D.C. Cir. 1985). In this case, mandamus relief is not available because petitioner has an adequate, ordinary remedy by virtue of the review provisions in the Communications Act, 47 U.S.C. §§ 155(c)(4) & (7), 402(b).
