We last published this report in September, 2005. This report shows the continuation of several trends – decreasing costs to U.S. consumers for international calls, sharp drops in revenue per circuit for private line service, an increase in the proportion of U.S.-billed minutes that are terminated using non-traditional settlement arrangements and a decline in per-minute settlement payments and receipts for foreign and U.S.-billed calls. ? Tables 1 through 5 present long-term trends in the international market, including revenue, minutes, settlement payment data, and information on selected fiber optic cable systems. Tables 6 through 14 present traffic and circuit data for 40 selected international points. Also included are data on capacities of submarine cable, terrestrial, and satellite systems. Table 15 presents international minute and settlement payment information for the top 10 international routes. Table 16 presents shares of U.S.-billed minutes to the top five international routes. ? Tables 17 through 23 provide detailed traffic data, such as revenue and minutes reported by regions of the world. Estimates for the price per circuit for private lines are included. Tables 24 through 26 provide rate information on basic and discount calling, pre-paid and wireless for international calls. ? Tables 27 through 30 provide traffic information for selected carriers. Information for Commercial Mobile Radio Service (CMRS) carriers is included in Table 31. Highlights International service represents 20% of total long distance revenues ? In 2010, 20.1% of U.S. carriers’ overall toll reve nues came from international service. Since the mid-1990s, international service had represented about 20% of U.S. carriers’ overall toll revenues, having grown from 1980, when international service represented less than 9% of overall toll revenues. U.S.-billed minutes decreased 14.5% from 72.9 billion in 2009 to 62.4 billion in 2010. The average revenue billed to U.S. end users for a minute of international telephone service was a $1.34 in 1980. 2 By 2000, end-user billed revenues had dropped 63% to $0.49 per- minute. In 2010, end-user billed revenues were $0.07 per-minute. 3 ? The number of U.S.-billed minutes increased from 1.6 billion in 1980 to 30.1 billion in 2000 and to 72.9 billion in 2009 before dropping to 62.4 billion in 2010.4 Interconnected VoIP services are not included in carriers’ FCC Part 43 data submissions and are not reflected in this report, but we can infer that these services contribute to the decline in overall minutes reported between 2009 and 2010. See Figure 2 and Tables 2 and 3. ? Average revenue per-minute has declined for calls to most regions of the world. From 2005 to 2010, average revenue per-minute declined 39%. The average re venue per-minute to Africa, however, increased 13% from $0.15 per-minute to $0.17 per-minute during this period. The greatest percentage decline was 63% for calls to Asia. See Table 20. 1 Since 1980, international revenues have included traffic from the United States to Canada and Mexico. 2 The average revenue billed per minute includes all the revenues billed to customers for the cost of providing international services including, for example, per-minute charges, mobile surcharges and monthly recurring charges, all divided by the minutes billed to customers. 3 These revenue figures are unadjusted for inflation. 4 The 62.4 billion minutes reported by facilities-based and facilities-resale carriers represent all traffic physically handled by U.S. carriers. These minutes include Country-Direct, Country-Beyond and reorigination service minutes. Country-Direct and Country-Beyond services are U.S. carrier offerings that allow customers in foreign locations to route calls through U.S. carriers’ facilities. Reorigination allows the originating foreign carrier to take advantage of the U.S. carrier’s agreement with the carrier in the terminating country. The end-user revenue estimate incorporates markups by resellers. 3 ? For 35 of the 40 selected routes for U.S. international calls, the average revenue billed to end users has declined over the past five years. From 2005 to 2010, U.S.-billed revenue per minute declined by more than 50% for 13 of the 40 selected routes. See Table 9. For outgoing calls, most international calls billed in the United States are terminated to a handful of foreign countries. The five most heavily used routes in 2010 were U.S.-India (25.5%), U.S.-Mexico (13.1%), U.S.-Canada (12.9%), U.S.-Dominican Republic (3.4%), and U.S.-Philippines (3.3%), which colle ctively accounted for 58.2% of U.S.-billed minutes. For incoming calls, in 2010, five countries – Canada, United Kingdom, Mexico, Germany, and India – accounted for 64.8% of tota l international traffic that terminated in the United States (i.e., traffic reported as foreign-billed). See Table 7. ? The percentages of international traffic billed in the United States and terminated in Western Europe, North and Central America, and Asia were 10.0%, 30.3% and 35.4%, respectively in 2010. In the same year, 85.5% of the international traffic that terminated in the United States was billed in these three regions. South America and Africa terminated 8.1% and 3.8%, respectively, of U.S.-billed minutes. See Tables 17 and 18. 4 ? Table 4 shows U.S. and other carriers’ international originating traffic statistics. The data for selected foreign carriers were taken from TeleGeography, a report published by PriMetrica, Inc.5 Traffic reported by U.S. carriers decreased an average 2.3% per year between 2005 and 2010,6 with most of the decline occurring in 2010. Country-direct, country-beyond and reorigination minutes 7 ? In the 1980s, U.S. carriers began to offer Country-Direct and Country-Beyond services that allowed their customers to use their services while traveling in foreign points. In the 1990s, U.S. carriers also began offering reorigination service, a type of transiting service that increased the amount of U.S.-billed calls reported by U.S. carriers. These services accounted for 9.3% of U.S.-billed minutes in 2010. See Table 3. ? The sharp increase in U.S.-billed minutes between 2003 and 2004 can be attributed to new carriers reporting international traffic as well as large increases in U.S. carriers’ customer bases. Two other markets that report international traffic data, Hong Kong and Japan, also reported increases in internati onal traffic minutes during the same period.8 See Figure 4 and Table 3. In 2005, carriers reported 6,027,175 64-kbps-equivalent cable and terrestrial circuits and 16,140 64-kbps-equivalent satellite circuits. By 2010, these figures were 24,791,690 and 8,662 respectively. Reported satellite capacity, which is a fraction of actual capacity, declined 46.3% since 2005. 10 Between 2009 and 2010, total activated circuit capacity increased 58% from 15,676,128 to 24,800,352. When the FCC began collecting detailed capacity statistics in 1995, most international capacity was used for international telephone service. By 1998, the number of circuits used for international telephone service increased 55.5% from 132,000 in 1995 to 205,000. While the number of circuits used for international telephone continued to grow, the number of circuits used for private line and other services grew even more rapidly. ? Over the last 10 years, most circuit capacity growth has been used for other international services, which include carrying Voice over In ternet Protocol (VoIP) traffic. The enormous growth in the use of circuits for private line and other services shown in Figure 6 still underestimates the overall growth in private line use. This is because backbone Internet providers often use circuits either on a non-carrier basis or from a private carrier, and this kind of capacity is not required to be included in carriers’ FCC Part 43 data submissions. The average annual revenue per circuit for private line service, based on staff estimates, dropped 99.1% from $2,897 in 2000 to $26 in 2010. In general, while capacity has increased, the growth of competition in U.S. and foreign markets has brought downward pressure on the average revenue per equivalent circuit. See Table 23 and Figure 7. Cable capacity has increased dramatically. The first trans-Atlantic cable, built in 1956, TAT-1, a coaxial cable, had 45 planned kbps circuits. In 1988, the first fiber optic cable, TAT-8, had 7,560 planned kbps circuits.12 The last trans-Atlantic cable, Apollo Cable, 11 Total circuits in Figure 6 are based on data in Table 11 and Table 12; telephone circuits are based on data in Table 13. The Unity Cable System, built in 2010, had 28,788,480 planned kbps circuits. Carriers have estimated their projected gbps circuits for 2013. See Figure 8 and Table 5. While total end-user revenues13 for international services grew rapidly from 1980 to the end of the 1990s, billings leveled off during the late 1990s and declined throughout the 2000s. International end-user revenues declined 69.2% from $16.8 billion in 2000 to $5.2 billion in 2010. See Figure 9 and Table 1. Telephone service comprises a large and growing share of reported international billed revenues. In 1980, 81% of reported billed re venues for international service were for telephone service. By 2000, it accounted for 92%. In 2010, international telephone service accounted for 95% of total reported international billed revenues. Figure 10 13 End-user revenues are estimated as the total revenues for facilities-based and facilities-resale traditional and non- traditional services, plus markups by resellers. 8 shows how telephone service dominates revenues. Figure 6, however, in this report’s discussion of capacity, shows that telephone service accounts for 1 million or only 4.1% of total international circuits used. See Figures 6 and 10 and Tables 1 and 13. Although basic schedule rates for international calls have declined since 2004, they are still high.15 Customers can avoid these rates by enrolling in discounted calling plans, purchasing prepaid calling cards, or finding other alternatives. See Tables 24, 25, and 26. ? Prepaid calling card rates to certain international destinations are often far lower than basic schedule rates for direct dial calls.16 Information published by the Bureau of Labor Statistics Consumer Expenditure Survey (Prepublication Data 2010), indicates that in 2010, consumers purchased around $1.0 billi on of prepaid cards. Many prepaid providers sell cards customized fo r international calls, or for calls to a particular region or specific country. 14 Billed revenues are equal to the amounts that carriers billed to customers for service. In 2010, carriers reported virtual private line, TDM/TDMA, frame relay/ATM, packet switching, switched ethernet, and virtual private network as “miscellaneous other international services.” Because backbone Internet traffic is not provided as a common carrier service, Internet revenues from backbone Internet service providers are not required to be included in carrier’s FCC Part 43 data submissions. However, backbone Internet service providers often use international circuits provided by common carriers that are not their affiliates. The last column in this table shows the best rate for each country selected from the prepaid cards represented in the table. The highest rate shown in this column is for Haiti, with a seven- minute call at $1.30, which is still low in comparison to basic schedule rates. Cellular phone plans – another alternativ e used to make international calls ? The number of mobile telephone subscribers in the United States increased 24% from 229.6 million in December 2006 to 285.1 million in December 2010.17 As an increasing number of consumers drop residential landline service for mobile service only, consumers are looking for ways to make cheap international calls using their cell phones. Table 26 shows international call charges for selected wireless carriers’ discounted and standard plans. Total net settlement payments declined 8% annually from $3.1 billion in 2005 to $2.1 billion in 2010 ? Settlement payments and receipts are part of the financial transactions among carriers providing international telephone services. The settlement rates under which traffic is exchanged are negotiated among the foreign and U.S. carriers. The amount of settlement payments and receipts are determined by settlement rates, compensation agreements, and traffic volume. Until 2004, all settlement rates and agreements had to comply with the Commission’s International Settlement Policy (ISP). In 2004, the Commission lifted the ISP requirements from agreements involving foreign carriers that do not have market power and on routes where the termination rates for U.S.-international services were below benchmark rates.18 ? As a result of changes in the Commission’s rules, market conditions, and an increased use of Internet protocol (IP) technology, carriers are terminating an increasing amount of traffic outside the traditional settlement process. In 2010, carriers reported that they terminated 98% of their U.S.-billed mi nutes using non-traditional agreements.19 ? Settlement payments per-minute to foreign carriers dropped 91% from $0.66 in 1990 to $0.06 in 2005 and then to $0.05 in 2009, where they remain. Non- Traditional settlement arrangements consist of all traffic other than traditionally settled traffic. 10 receipts per-minute to U.S. carriers from foreign carriers dropped 95% from $0.56 to $0.03 and then to $0.01 in 2007, where they re mained until 2009. In 2010, receipts per- minute were $0.02. See Figure 11 and Table 2. Even as carriers have moved to non-traditional settlement arrangements and settlement payments have fallen, settlement payments of all types have remained relatively constant as a percentage of billed revenue. In 1990, settlement payments represented 66% of the amount billed per-minute to U.S. customers for international calls. In 2010, these payments accounted for 67% of the amounts billed for international traffic. See Table 2. ? U.S. carrier net retained revenue per minute is end-user billed revenues plus settlement receipts minus settlement payments, divided by all U.S.-billed and foreign-billed minutes. Net retained revenue per minute was $0.64 in 1980. It dropped 35% to $0.42 in 1990 and then another 40% to $0.25 in 2000. By 2010, net retained revenue per minute had dropped 91% from $0.25 to $0.02 per minute. See Figure 12. ? End-user billed revenues dropped 85% fr om $0.49 per minute in 2000 to $0.07 per minute in 2010. Although end-user billed revenues and net retained revenues per minute have both dropped by more than 80% since 200 0, carriers’ retained revenues are 33% of each U.S.-billed minute. In the early 1980s to mid-1990s, growth in U.S.-billed calls more than offset the decline in settlement rates. The result was that net settlement payments to foreign carriers grew from $300 million in 1980 to a record high $5.7 billion in 1996. The trend reversed starting in 1997.20 Over the last five years, however, for 10 of the 40 countries tracked in this report, settlement payments have increased.21 Net settlement payments declined 47% from $3.9 billion in 2000 to $2.1 billion in 2010. In 1980, AT&T billed more than 90% of to tal U.S. international telephone service revenues and had a virtual monopoly on service from the U.S. mainland.
