J Dear Chairman Genachowski, ---------=-------------------- I· Located in Northern Arizona, the Hopi Tribe has struggled for years to bring telecommunications infrastructure to tribal lands. Prior to HTI's establishment, residents on the Hopi Indian·Reservation relied on . private network providers. Telephone customers frequently experienced service outages, cross-talk and fast busy signals. The .limitednetw~rkalso meant many residents lived without basic phone service and internet aCcess was· extremely limi,ted. . . HTI was established by the Hopi Tribal Council in 2004 to meet the. specific needs ofhouseholds, businesses and government entities operating on the Hopi Indian lands. As President and General Manager; Mr. Onsae has overseen operations to bring telecommunications services-including broadband internet-to residents On Hopi tribal lands. Expanding the telecommunications infrastrocture on the Hopi Indian lands has required Mr. Onsae to con.1Iont challenges unique to network build-out on tribal lands including collaboration with. other tribal entities, working with. the BIA on right-:oof·way and environmental assessment issues and building productive relationships with independent villages.
