On December 5, 2008, Star One S.A. filed a request in which it asks to modify the Declaratory Ruling that added the Star One C5 satellite (Call Sign S2742) at 68° W.L. to the Permitted Space Station List (IBFS File No. SAT-PPL-20071113-00159) in order to substitute the technical characteristics of the Star One B1 satellite (Call Sign S2784) currently operating at 68° W.L. for the Star One C5 and to request confirmation that such substitution, if granted, would satisfy all applicable milestone and bond requirements for the Star One C5 satellite. Star One also requests an extension, if necessary, of the Star One C5 contract execution milestone until 14 days after the Commission rules on the December 5, 2008, request. In addition to the existing waivers authorized for Star One C5, Star One requests waiver of Section 25.210(j) to operate the Star One B1 satellite with an east-west station-keeping tolerance of +/- 0.10 degrees.
