("MJD"), filed a joint petition for waiver of the definition of "Study Area" as set forth in the Appen­ dix-Glossary of Part 36 of the Commission's rules. The Kansas Corporation Commission has stated , in a letter dated November 2, 1995, that it does not object to the interstate study area waivers and does not prejudge the effect, if any, such waivers may have upon the intrastate operations of the affected parties. In a Public Notice (DA 95-2362) released November 28, 1995, comment dates concerning Bluestem, MJD, and United's joint petition were established. Comments were due on December 28, 1995 and Reply Comments were due January 16, 1996. In a Public Notice (DA 96-2) released January 11, 1996, the FCC's Managing Director announced that all filings due during the period when the Commission was closed due to lack of appropriations (December 18, 1995 to January 5, 1996) or because of weather (during the interval from January 8, 1996 to January 12, 1996) would be due no later than 5:30 p.m. on January 16, 1996.
