ORDER EXTENDING TIME

l. By this action, we sua sponte extend the period of time 
to file comments and reply comments in the above cap­
tioned proceeding.1 The reason for the extension of time is 
the exigency caused by the closing of the government due 
to the furlough and severe weather conditions. Accord­
ingly, IT IS ORDERED, that the date for filing comments 
in this matter be extended to February 12, 1996 and the 
date for filing reply comments is extended to February 27, 
1996. 
2. This action is taken pursuant to authority found in 
Sections 4 (i) and 303 of the Communications Act of 1934. 
as amended, 47 U.S.C. §§ 154 (i) and 303; and pursuant to 
Sections 0.31 , 0.241 and 1.46 of the Commission 's Rules.
