By this action, we sua sponte extend the period of time to file comments and reply comments in the above cap­ tioned proceeding.1 The reason for the extension of time is the exigency caused by the closing of the government due to the furlough and severe weather conditions. Accord­ ingly, IT IS ORDERED, that the date for filing comments in this matter be extended to February 12, 1996 and the date for filing reply comments is extended to February 27, 1996. 2.
