(collectively, Frontier) filed a complaint1 in the captioned proceeding against Metropolitan Edison Company, Pennsylvania Electric Company, West Penn Power Company d/b/a Allegheny Power, Monongahela Power Company, and The Potomac Edison Company (collectively, FirstEnergy) pursuant to Section 224 of the Communications Act of 1934, as amended, and Commission rules 1.1401–1.1424.2 2.
