Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA 15-768 Released: June 30, 2015 OFFICE OF ENGINEERING AND TECHNOLOGY RELEASES FINAL VERSION OF TVStudy AND RELEASES BASELINE COVERAGE AREA AND POPULATION SERVED INFORMATION RELATED TO INCENTIVE AUCTION REPACKING GN Docket No. 12-268 ET Docket No. 13-26 Comments Due: July 30, 2015 The Office of Engineering and Technology (OET) is today releasing the final version of the TVStudy software (Version 1.3.2) to be used in the incentive auction. 1 When it adopted TVStudy for use in the incentive auction, the Commission delegated authority to OET to continue to make improvements and other changes as necessary and appropriate, but directed OET to finalize TVStudy for the auction “no later than the release of the Procedures PN.” 2 This public notice carries out the Commission’s direction. Consistent with the Commission’s delegation of authority, the finalized version of the TVStudy software to be used in the auction—TVStudy version 1.3.2— released today includes certain changes that OET has made to update and improve the TVStudy software. 3 The attached change log shows the changes from the previous version of TVStudy. This version of the TVStudy software is also compatible with the updated structure of the Consolidated Database System (CDBS), which was implemented on December 1, 2014. 4 TVStudy is available on the Commission’s LEARN website under the Repacking Section at http://wireless.fcc.gov/incentiveauctions/learn-program/repacking.html. The configuration of settings for the parameters in TVStudy were adopted in the Incentive Auction R&O and the Second Report on Reconsideration. See Incentive Auction R&O, 29 FCC Rcd at 6625-6642, paras. 127-161; see also Second Report on Reconsideration, FCC 15-69, at paras 14-31. 2In in the Incentive Auction R&O, the Commission also directed OET to “release a detailed summary of baseline coverage area and population served by each television station to be protected in the repacking process” and to provide an opportunity for additional public input. 6 Accordingly, OET is releasing a set of baseline data of the coverage area and population served to be protected in the repacking process of all full power and Class A television stations eligible for protection in the repacking process and participation in the incentive auction. 7 The baseline data released includes the noise-limited, terrain-limited and interference-free coverage area and population served of these stations. The noise-limited data reflects the coverage area within the station’s contour that will be replicated and the interference-free population data reflects the population served by the station that will be protected from interference. The baseline data was calculated using the final version of TVStudy for use in the auction (version 1.3.2) and the updated parameter settings adopted in the Second Report on Reconsideration. 8 We invite comment on the detailed summary of the baseline coverage area and population served data attached to this Public Notice. We emphasize that the list of stations included in the baseline data released today is not the final list of stations eligible for repacking protection. 9 Likewise, the baseline data released today reflects the current information in the Commission’s databases and is subject to update based on licensees’ Pre-Auction Technical Certifications. 10 OET is releasing this information now in order to provide an opportunity for additional public input, consistent with the Commission’s direction. OET will release the final baseline data to be used for purposes of the incentive auction and the repacking process well in advance of the auction. The final baseline data will contain the final list of eligible stations based on corrections from any “Petition for Eligible Entity Status” and any corrected data from the Pre-Auction Technical Certifications.
