By this Public Notice, the Media Bureau extends the deadlines for filing comments and reply comments in the above-captioned proceeding. On March 31, 2014, the Commission released a Further Notice of Proposed Rulemaking, FCC 14-29, seeking comment on whether to eliminate or modify the network non-duplication and syndicated exclusivity rules. 1 On April 16, 2014, the Media Bureau released a Public Notice announcing that a summary of the Exclusivity FNPRM had been published in the Federal Register. 2 In the Exclusivity PN, the Bureau announced a comment deadline of May 12, 2014, and a reply comment deadline of June 9, 2014. On April 17, 2014, the National Association of Broadcasters (“NAB”) requested a 45-day extension of the comment and reply comment deadlines. 3 NAB noted that the Exclusivity FNPRM requested a variety of empirical data about the network non- duplication and syndicated exclusivity rules and the potential impact of the elimination of these rules on television broadcast licensees and television viewers. NAB stated that it anticipated the need to retain expert economists and other analysts to provide the requested information and that such experts would require more than the currently allotted time to conduct the necessary research and analysis. We grant NAB’s request. 2. As set forth in Section 1.46(a) of the Commission’s Rules, 4 the Commission’s policy is that extensions of time shall not be routinely granted. Under these circumstances, however, we believe that granting NAB’s request is necessary to facilitate the development of a full record.
