Nature of Service: Direct to Home Fixed Satellite, Fixed Satellite Service
On September 5, 2012, the Satellite Division granted the application of New Skies Satellites B.V. to modify the technical parameters associated
with the grant of U.S. market access for the SES-4 space station at the 22° W.L. orbital location.  The modified parameters consist of increases in
the equivalent isotropically radiated power of telemetry and tracking beacons operating at center frequencies of 4199.75 MHz, 11.4510 GHz,
11.4540 GHz, 12.5005 GHz, and 12.5020 GHz.

Special Temporary Authority
Intelsat License LLC
On September 5, 2012, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, from August 13 until
August 16, 2012, to continue to provide Fixed-Satellite Service via the Intelsat 706 satellites at the 72.0º E.L. orbital location in the 3700-4200
MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.45-11.70 GHz, (space-to-Earth), 12.50-12.75 GHz
(space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands.  Intelsat is also authorized to continue telemetry, tracking, and command
operations necessary to maintain Intelsat 706 at the 72.0º E.L. orbital location using the following center frequencies:  6173.7 MHz and 6176.3
MHz (Earth-to-space); 3947.5 MHz, 3948.0 MHz , 3952.5 MHz, and 3952.0 MHz (space-to-Earth).

Special Temporary Authority
Intelsat License LLC
On August 31, 2012, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 60 days,
to conduct telemetry, tracking, and command operations necessary to drift the Intelsat 8 space station from the 166.0° E.L. orbital location to the
169.0° E.L. orbital location using center frequencies of 12.747 GHz (space-to-Earth), 12.748 GHz (space- to-Earth), and 13998 MHz
(Earth-to-space).  Intelsat is also authorized to provide Fixed-Satellite Service via Intelsat 8 at the 169.0º E.L. orbital location in the 3700-4200
MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 12.25-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands.

S2849SAT-LOI-20111220-00242 Hughes Network Systems, LLC
On August 31, 2012, Hughes Network Systems, LLC declined its August 1, 2012 market access grant  for service to the U.S. market using a
proposed Ka-band and V-band geostationary satellite orbit fixed-satellite service space station, Jupiter 91W (Call Sign S2849), that would
operate under the authority of the United Kingdom at the 90.9º W.L. orbital location.  Letter from Stephen D. Baruch, Counsel for Hughes,
to Marlene H. Dortch, Secretary, FCC (dated August 31, 2012).  The market access grant specified the 28.35-28.6 GHz, 29.25-29.5 GHz,
and 29.5-30.0 GHz frequency bands (Earth-to-space) and the 18.3-18.8 GHz and 19.7-20.2 GHz frequency bands (space-to-Earth) on a
primary basis, and the 47.2-50.2 GHz (Earth-to-space) and 39.0-42.0 GHz (space-to-Earth) frequency bands on a co-primary basis.  The
market access grant also specified the 18.8-19.3 GHz (space-to-Earth) frequency bands on a non-interference basis, and the 28.6-29.1 GHz
(Earth-to-space) frequency bands on a secondary basis.  These frequencies at the 90.9° W.L. orbital location are now available for
reassignment pursuant to the Commission's first-come, first-served licensing process effective 2:00 p.m. EDT on Tuesday, September 11,
2012. At that time, applicants may file applications for new space stations, market access by non-U.S. licensed space stations, modifications
to licensed space stations, or amendments to pending applications taking this announcement into account.  Applications for the spectrum
filed prior to this date and time will be dismissed as premature without prejudice to refiling.
