Designating GN Docket No. 10-66 as a permit-but-disclose proceeding is consistent with our decision last year to designate the proceeding that led to the issuance of the National Broadband Plan as a permit-but-disclose proceeding,3 and will promote transparency in the agency’s processes. In addition, under section 1.1200 of the Commission’s rules,4 we determine that presentations to the Commission regarding the National Broadband Plan should remain subject to our permit-but-disclose rules. The Plan itself was prepared in an open and transparent way, and we would like to continue this openness and transparency as we begin the proceedings called for by the Plan.
