On November 25, 2009, the Satellite Division granted, subject to conditions, the application of Intelsat North America LLC, as amended by IBFS
File No. SAT-AMD-20090528-00059, to launch and operate the Intelsat 15 space station at the 85.15º E.L. orbital location using the 14.00-14.50
GHz (Earth-to-space), 13.75-14.5 GHz (Earth-to-space), 10.95-11.20 GHz (space-to-Earth), 11.45-11.70 GHz (space-to-Earth), and 12.5-12.75
GHz (space-to-Earth) frequency bands to provide Fixed-Satellite Service (FSS). In addition, the Satellite Division found that Intelsat North
America has satisfied the first three milestones (execute a binding non-contingent contract for construction, complete the critical design review,
and commence construction) required for a geostationary satellite.  The milestone and bond requirements were adjusted accordingly.

EchoStar 12 Direct Broadcast Satellite Service satellite over Channels 23 and 24 at the 61.5º W.L. orbital location for a period of 180 days, from
September 28, 2009 to March 27, 2010.

Special Temporary Authority
Sirius XM Radio Inc.
On December 1, 2009, the Satellite Division granted, subject to conditions, special temporary authority to Sirius XM Radio Inc. for a period of
180 days, commencing on September 13, 2009,  to continue to operate two types of indoor terrestrial repeaters with an effective isotropically
radiated power (EIRP) of (1) up to 10 watts and (2) up to 0.0001 watts, respectively, at trade shows and other indoor locations.  Sirius XM will
operate these repeaters using the 2320-2345 MHz frequency band, which is assigned for Sirius XM's exclusive use to provide Satellite Digital
Audio Radio Service (SDARS).

On December 3, 2009, the Satellite Division granted, subject to conditions, special temporary authority to Intelsat North America LLC  for a
period of 30 days, commencing December 7, 2009, to conduct in-orbit testing (IOT) of the Intelsat-15  space station at the 63.15º E.L. orbital
location and to drift Intelsat-15 from 63.15º E.L. to its assigned orbital location of 85.15 º E.L. after completion of IOT operations.  Intelsat North
America is authorized to use the  13.75-14.00 GHz (Earth-to-space), 14.00-14.50 GHz (Earth-to-space), 10.95-11.20 GHz (space-to-Earth),
11.45-11.70 GHz (space-to-Earth), and 12.5-12.75 GHz (space-to-Earth) frequency bands for these operations.

On December 3, 2009, the Satellite Division granted the request of Intelsat North America LLC for special temporary authority to continue
operating the Intelsat 706 space station at the 54.85° E.L. orbital location through January 4, 2010.  Operations pursuant to this authorization shall
be in accordance with conditions imposed as part of Intelsat 706's authorization to operate at this orbital location granted on March 20, 2009.  See
IBFS File No. SAT-MOD-20081124-00218 (grant stamp, dated March 20, 2009).

SES Americom, Inc.
On December 3, 2009, the Satellite Division granted special temporary authority to SES Americom, Inc., for a period of seven days, to permit the
AMC-5 satellite to drift outside its assigned station-keeping box of 78.95° W.L. +/- 0.05° for brief periods to enable thermal fuel gauging
measurements to be taken for end-of-life planning purposes. Specifically, SES Americom, Inc. is granted authority to drift AMC-5 up to 0.0045°
beyond the eastern (78.90° W.L.) edge of its assigned box for limited periods, as set forth in its application.
